The following review was originally published in Mephisto 66 for the German edition of the book and translated from German (find original German review below).

Eagle Eyes

Eagle Eyes is a game world for Fate, located in ancient Rome. The players take on the role of the so-called eagles - fictitious agents of a secret Senate organization. Their task is to complete covert missions for the Senate and thus protect the Roman Republic from conspiracies. Eagle Eyes uses the rules of FAE as the rule basis. The small-format book, which in the PDF version is also easy to read on a small tablet, first provides an insight into the world of ancient Rome. The book follows the principle of satis, which means that only the necessary information is provided, without trying to give a complete, historical overview of Rome or Roman culture. The setting is presented comprehensively, without getting lost in historical details. While Rome forms the background, the genre is noir - like the dark detective stories of the 50s. The world of Eagle Eyes is a world of conspiracies, corruption, and surprising twists.

The proposition that the players are agents of a fictitious organization is quite successful, and the approaches for characters are also manifold. A central rule element is a system to combat conspiracies. This makes it easy to see how far the players have come with their investigations.

Eagle Eyes is a simple and successful setting: the basic idea is coherent, and the implementation is convincing. The approach of not overtaxing the player with information on background facts, but creating a more straightforward and more understandable game world at the expense of historical accuracy, convinced me. Eagle Eyes is an excellent choice for gamers looking for an agent thriller against a pseudo-historical background - both for one-shots and campaigns.

Eagle Eyes

Eagle Eyes is a prime example of all the wonderfully strange things you can do with the FATE rules system; take a setting (the Roman Republic), take a cinematic genre (gritty detective noir), and smash them together to create the game before you today. Eagle Eyes isn't overburdened with historical information (Wikipedia and any book store ccan give you a lifetime's worth of information on Rome), instead electing to give GMs and players just what they need to get the game rolling, then moves on to devoting the majority of its wordcount to investigative gameplay in FATE and offers a nice new subsystem for creating Conspiracies that need to be unraveled and exposed. Character creation is the usual for the system (High Concept, Trouble, and a couple neat Aspects unique to the setting), while the skill list is a rebranded take on the Approaches from FATE Accelerated, pitching them as Pleas to the Roman gods; while simple and straight-forward, I'm not in love with such a short list, but bringing in the Skills from FATE Core would be an easy task.

A shining proof of how versatile FATE is and a genuinely fun game to boot, I hope Eagle Eyes can be given another visit later on.

The artwork is evocative of the setting ( a noirish , crime story ancient Rome ) and reinforces the setting also , lots of sahdow and darkness . The writing all serves and informs the theme and feeds back into the setting .

As a fan of most of the mystery writers mentioned, I loved it. Thought it fit better in Fate Accelerated than Core. Glad it didn't include yet another version of the Cataline Conspiracy which has had at least six novels by six authors. Don't know why game authors are so fond of Noir, though, as I am not. But fortunately not too noir of a game, and easily ignores the noir.

Unlike some other reviews I really liked the mystery pacing mechanism. Also, the mystery generator is really great for sparking ideas.

Also, I've never studied much Roman history, so the setting material was sufficient to give me enough flavor to go on without getting caught up in too much minutia. I found the whole setting very evocative - ideas were popping out all over for me.

High quality artwork, too.

As a lover of historical fiction, I think this is my favorite "World of adventure" for Fate so far.

Obviously, both the Roman setting and the noir genre are too big to tackle in this format, but this title gives you enough overview that you could fake your way through, and some guidance as to how to do more research. However, i was surprised that the section on Inspirational Materials did not actually mention any of the popular Roman detective series that exist in print - Lindsey Davis' Falso series, or Steven Saylor's Gordianus the Finder, or John Maddox Roberts SPQR series.

I especially like the advice on how to create conspiracies and mysteries, and how to handle things when your players solved things too fast.

Other things - liked the cover, interior art was fine, didn't notice any crazy grammer or spelling errors, game mechanics made sense, not crazy about renaming FAE approaches with Roman deity names but don't hate it....

In summation: Quick enjoyable read, a subject I like, a world I would love to play in and would consider to run as well. I would give 5 stars if it was a little longer, maybe included a map of the city and a list of Latin terms to throw around.

The concept of Roman Noir is not one that seems immediately natural to me, but this setting makes it quite convincing.

(+) The book provides a decent overview of Roman life insofar as that information is useful to running a game and creating characters. The adventure builder is very nice for constructing a quick framework suited to impromptu noir tales, which typically take a good deal more effort. The flavored Fate Phase Trio provides excellent direction for the campaign as a whole and what the players want to get out of the game. Layout and readability is the high quality we've come to expect from Evil Hat.

(-) This book attempts to center stories on the unraveling of conspiracies within the setting. Unfortunately, constructing a conspiracy or using it in a game as an current or impending issue is given no treatment; the conspiracy is simply described as stress track which the characters are attempting to take out in order to end the story - and few details are provided on just how that is accomplished. This book lacks either the focus of a directional campaign or the detail of a complete setting. Campaign advice may be summed up as "emulate this list of tv shows."

(=) There are a few example adventures built using the generator, but they are only story seeds. Not bad, but I would have liked to seen them fleshed out. The art direction is heavily shaded and lacks detail. I suppose its evocative, but it's not to my taste. Overall, I don't think this book added anything to mechanics of the Fate system as far as using them in a noir or Roman setting, but I think it was more useful for running a Roman Noir campaign than simply reading the Wikipedia entries on the subject.

Having given this a once over I am impressed by the art style, organization of the book, and writing. The concept is interesting, the level of detail gives a good foundation for a longer campaign but retains flexibility for a quick pickup game.

FAE is actually my preferred version of FATE and I really like the way the designer integrated Aspects and Approaches into the bones of the setting. I like that the author leaves it to the group using Eagle Eyes to determine the time period, and level of historical accuracy. This book seems to do justice to both the setting, and the genre that the author chose.

Just reading it has me thinking of myriad ways to use the information and how much fun it will be.
